The Asia Foundation seeks an experienced monitoring, evaluation, and learning specialist for the Advancing Open Governance and Accountability (AOGA) Activity funded by the U.S. Agency for International Development (USAID). The program will focus on reducing corruption by increasing transparency in public resource management and strengthening oversight of watchdog institutions and civil society organizations. AOGA is expected to be a five-year project with a budget of $10 – $25 million. The position is contingent upon donor approval and funding.

The successful candidate will be based in Dhaka and will work in close coordination with the chief of party to oversee, coordinate, and strengthen the project’s overall monitoring, evaluation, and learning (MEL) tasks, activities, and systems. The ideal candidate will have considerable work experience and networks in Bangladesh and/or the South Asia region. Experience implementing complex and multifaceted projects is required, with knowledge of or experience in MEL activities, political economy analysis (PEA), adaptive management and iterative approaches, and co-design processes with multiple stakeholders. Technically, the candidate should have a strong understanding of open governance, accountability, counter corruption, local governance, social accountability, and civil society strengthening.

Responsibilities

  • Provide technical support for core program activities, with a focus on MEL activities.
  • Develop project MEL tools and strategies.
  • Provide leadership and data quality assurance to ensure the project incorporates sound MEL practices.
  • Build MEL capacity of staff, partners, and other project stakeholders to develop and implement appropriate MEL frameworks and methodologies.
  • Assist with data collection, analysis, and reporting.
  • Facilitate the creation of MEL products that communicate findings to a broad audience.
  • Ensure compliance with USAID MEL guidelines.

Qualifications

  • Relevant degree in international development, public administration, public policy, or a related field of study.
  • Minimum of five years of experience working on donor-funded projects, including in developing countries and preferably in Asia; experience working on USAID-funded projects strongly preferred.
  • Minimum of five years of relevant professional experience in an MEL position on a program of similar magnitude, preferably in the areas of open governance, accountability, anti-corruption, local governance, social accountability, and/or civil society strengthening;
  • A solid understanding of the value systems, traditions, and social norms and practices of South Asia, particularly Bangladesh, is strongly preferred.
  • Excellent oral and written communication skills in English. Excellent oral and written communication skills in Bangla are a strong plus.
