Responding to good governance and vulnerable population needs, USAID activities build a robust civil society; increase access to balanced, accurate information through the media; promote dialogue, conflict mitigation, and social cohesion among multi-ethnic communities; and build local capacity for disaster response and risk reduction.Project Background:DT Global seeks applicants for a USAID-funded, Colombo-based civic engagement program. The program will primarily focus on providing small grants to expand the range of civil society actors that have a voice in national reform processes, support advocacy for democratic values and accountable governance, and promote opportunities for constructive citizen participation in governance issues. The program will support collaboration between Sri Lankan civil society organizations (CSOs) and CSO-led networks to engage proactively and constructively on issues related to political and governance reforms, raise awareness of the rights and responsibilities of citizens, and engage with the government on key reform issues.Position Summary:The accountant will be responsible for the accuracy of the field office bookkeeping and reporting for all locally incurred expenses.Duties and Responsibilities:

  • Maintain all the accounting legers and cashbooks assigned, and conduct reconciliations on a timely basis
  • Contribute to ensuring integrity of financial transactions, budget revisions, availability of funds, reconciliation of accounts, maintenance of accounting ledgers and records, and establishment of internal control mechanisms
  • Supervise the use and reconciliation of petty cash, ensuring all expenses are reasonable and appropriately authorized and recorded to appropriate accounts
  • Ensure all purchases have been made following DT Global purchasing procedures and have all relevant supporting documentation attached to payment request
  • Monitor outstanding local advances and ensuring they are cleared on a regular basis as required by DT Global policies
  • Review and reconcile physical cash to the cash tracking sheet daily, and to the cash book weekly
  • Supervise Quicken data entry for all ledgers and perform regular review prior to supervisor and leadership approval of monthly financial data
  • Ensure that month end file is properly organized and completed with all the required documents
  • Support the preparation of monthly check and bank reconciliation s
  • Support the preparation of monthly support schedules and month-end accounts
  • Follow up with program sub-offices to ensure that cash books and supporting documents at month end are submitted to the DT Global office on a timely basis.
  • Collate monthly funds requests from field sites and sub-offices , and report needs to supervisor and program leadership t o ensure sufficient funds are on hand
  • Review and process payroll including reconciling payroll entries
  • Ensure payroll remittances are made each month on a timely basis. Support the Finance team to follow up with the Human Resources Unit to ensure that tax statutory deductions, including applicable taxes for S ri Lanka staff are paid on time
  • Maintain tracker for social insurance contributions and taxation remittances
  • Conduct finance orientation and induction training to newly hired employees
  • Responsible for preparing and submitting accurate and timely financial reports to management, donors, and implementing partners
  • Assist in facilitating any internal / external audits
  • Immediately elevate all major finance issues to senior finance and leadership personnel
  • Potentially travel to project’s areas of operations if needed
  • Other tasks as assigned by supervisor.

Education and certifications:

  • Bachelor’s degree in Finance , Accounting, Business Administration, or other relevant field

Key Position Competencies and Experience:

  • At least 4 years of experience in finance and accounting roles, preferably with an international donor-funded organization
  • Prior experience working on USAID -funded programs preferred .
  • Proficiency in all standard Microsoft Office programs , particularly Excel and Word
  • Experience with accounting software systems, including QuickBooks and Quicken
  • Demonstrated financial management , accounting, planning and communication skills
  • Effective written and oral communication as well as interpersonal skills
  • Experience training and mentoring staff
  • Demonstrated problem solving and analytical skills and good judgement
  • Be proactive, have strong prioritization skills, and the ability to meet deadlines under pressure
  • A bility to work with tact in a diverse, multicultural environment
  • Possess demonstrated leadership skills, humility, and self-awareness
  • Working proficiency in w ritten and s poken in English required
  • Position open to Sri Lanka nationals only
