Role Purpose

The purpose of this job is to support Manager Facilities, in ensuring that the British Council’s Premises and all it’s Facilities / Office services in Sri Lanka meet British Council, as well as, local statutory / regulatory, property / asset management, health, safety, security, business continuity, environmental and brand standards, thus enabling the effective delivery of our programmes and services.

Main Accountabilities But Not Limited To The Following

  • Assist, Manager facilities (MF) to manage the work process related to repairs, replacements, maintenance, general operations and troubleshooting associated with the premises, buildings / furniture / fittings / fixtures / plant and machinery / office security and general-purpose equipment, open land areas and it’s supplementary, inclusive of, British Council provided staff residences where applicable.
  • Assist, Manager Facilities (MF) to manage / supervise all outsourced services such as Security, Janitorial, Cafeteria, External Technical specialist / contractors of varying specialisations / suppliers and service providers etc. and to liaise / execute the work flow with various statutory bodies at a local / national level and other internal / external parties complying to British Council standards.
  • Assist, MF to manage the purchasing of premises / facilities related Goods / services, in compliance with British council procedures.
  • Managing the entire Purchase order process related to premises / facilities.
  • Assist MF to manage / deal with the day-to-day operations related Security / Health and Safety at the British Council officers and British Council provided residences and to implement green environmental policy initiatives to work areas managed, in line with British Council standards.
  • Assist MF co-ordinate / oversee the preparation / extension / amendment of lease agreements for British Council provided staff residences / office premises, liaising with legal professionals / designated internal officers.
  • Assist MF conduct / co-ordinate training sessions and execute follow up briefings in relation to child protection / health / safety / security / environment / customer relations, for premises / facilities outsourced staff and internally assembled emergency response teams as applicable.
  • Assist MF in the preparation of designated Safety / Security / Continuity Plans including reviewing and testing in line with British guidelines / standards.
  • Line management of a small team to ensure effective and efficient delivery of our facilities services and premises management in line with corporate standards, including performance management.
  • Manage the petty cash (facilities float) reimbursement process.
  • Premises Projects – Liaising with Project Managers / Teams established for specific projects as assigned by MF to ensure smooth operations during refurbishments / constructions projects.

All above accountabilities, duties and responsibilities should comply with standards and guidelines incorporated in the Global Policy Statement (e.g. Code of Conduct, Anti-Fraud and Corruption, Safeguarding, Equality, Diversity and Inclusion (EDI), Information Knowledge Management (IKM), ICT standards (e.g. Acceptable Usage of IT standards).

Role Specific Knowledge And Experience

  • GCE (A/L) or an Equivalent Qualification
  • Minimum, Five (5) years work experience in Premises and facilities management or related / similar work disciplines.
  • Extensive hands-on experience in accounting / procurement / office soft-ware / communication soft-ware packages.
  • Hands-on, Technical work experience related to premises and facilities management functions. (desirable)

Pay Band – PB 4 / Grade H

Contract Type – Fixed Term Contract for 1 year

Location – Colombo, Sri Lanka

Requirements – Sri Lankan citizen or in possession of a valid visa to work in Sri Lanka.

Additional Information – The post-holder is required to work during unsocial / extended hours and holidays as and when required and depending on the urgency / importance and supervision requirements, as well as to undertake official trips to our branches in Kandy / Jaffna or any other Project / Partner sites in line with the role requirements as and when required. Communication after normal working hours and during holidays with the relevant operational teams is a critical requirement.
